Yes, Disrupting Chop is far and away a better choice in the current skill environment.

KD-> Hit and Frenzy as soon as animation starts-> Hit-> D-Chop
Automatic loss of a 1/4 cast or slower as soon as the get up

Neither. In Shock Axe builds I use distracting strike , becouse its good on spikes: Evis , Strike , Bodyblow etc. Also you can interrupt wards with it + guardians, without the need for those 6 adrenaline.
